Transverse sections of follicles reveal a "telogen germinal unit" in the form of an irregular basaloid island of cells that Headington regards as being the resting or end-stage follicle.
 

Critique

 
What Headington pictures as a "telogen germinal unit" is really the isthmus, with its subtle bulges, cut in cross section. Because the isthmus does not participate in the follicular cycle, Headington cannot justifiably infer from observations of it alone that a follicle is in telogen.
